Benghazi attack: Will Senate inquiry be an election factor?

In the midst of intense politicization of the Sept. 11 attack on the US Consulate in Benghazi, Libya, a Senate committee has announced it will conduct what it assures will be an ?independent, bipartisan? inquiry into the deadly assault.

The Benghazi attack is expected to dominate whatever portion of Tuesday night?s televised debate between President Obama and challenger Mitt Romney veers from the economy to US foreign policy.

Sen. Joe Lieberman (I) of Connecticut says his Homeland Security and Government Affairs Committee will try to ?find out what happened and why? and to determine factors ranging from ?threat awareness? before the attack to the adequacy of security provisions for US diplomatic personnel in Benghazi and in Libya as a whole.

[Obama vs. Romney 101: 5 ways they differ on military issues]

Noting that four US diplomats, including the ambassador to Libya, Christopher Stevens, lost their lives in the terrorist attack, Senator Lieberman and ranking committee member Susan Collins (R) of Maine said, ?Those four men, their loved ones, and the American people deserve a full and fair accounting of why and how that tragedy occurred.?

It seems unlikely that the committee?s inquiry ? which joins another investigation ordered by Secretary of State Hillary Rodham Clinton ? will get very far before an election that is just three weeks away. Committee staff say the inquiry is unlikely to move beyond the information-gathering stage before Nov. 6.

In the meantime, the Benghazi attack is becoming the central theme of the Republican?s attack on Mr. Obama?s foreign policy ? an area in which the president has enjoyed a clear advantage over Mr. Romney in opinion surveys.

But Obama?s lead over Romney in the area of handling international affairs is closing, recent polls show ? a trend that appears to have convinced Republicans that attacking Obama for ?weakness? by highlighting Benghazi is paying off.

Republican vice-presidential candidate Paul Ryan continues to hammer at Benghazi as the poster child for what he says is the administration?s ?chaotic? and ?crumbling? foreign policy.

Other Republicans have seized on Benghazi in advancing this theme of ?failure.? Sen. Lindsay Graham of South Carolina said on CBS?s ?Face the Nation? Sunday that the administration took too long to come to the conclusion that Benghazi was a ?terrorist attack,? adding, ?Either they?re misleading the American people or incredibly incompetent.?

Republicans insist that information was available within hours of the deadly assault to confirm it was not the case of a riot appropriated by extremists, while the administration says investigations are still determining exactly what happened in Benghazi.

"To this day we do not have a complete picture, we do not have all the answers" as to what happened in Benghazi, Secretary Clinton said Friday. "There is much we still don't know, and I am the first to say that."

Administration officials say there was nothing mendacious about the initial characterization of the attack as one of extremists taking advantage of a demonstration outside the Benghazi consulate, especially since US diplomatic missions in a number of Islamic countries were the target at the same time of protests over an anti-Islam video made in the US.

The administration did not characterize destruction of the Benghazi Consulate as terrorism until Sept. 20, when White House spokesman Jay Carney told reports it was ?self-evident? the Benghazi assault was a ?terrorist attack.?

A few days later, in comments at a high-level United Nations meeting on the Sahel region of Africa, Clinton hinted that the administration was seeing the hand of North African terrorist groups affiliated with Al Qaeda in the Benghazi attack.

The issue of Al Qaeda?s role in Benghazi is as politically fraught as any of the other aspects of the case. When it is raised, Democrats tend to point out that Obama has far surpassed former President George W. Bush in aggressively pursuing Al Qaeda?s leadership and regional affiliates, while Republicans say it was well known that Islamist extremists were operating in eastern Libya, and that the administration should have been prepared for something like Benghazi.

The question of preparedness leads to the issue of diplomatic security ? another area of concern largely dominated by partisan rancor in the hothouse of a presidential and congressional campaign.

Republicans point to congressional testimony last week by some mid-level State Department officials that diplomats in Libya saw their requests for heightened security ? including for Benghazi ? turned down. Democrats counter that it is Republicans in Congress, including Congressman Ryan, who have engineered hundreds of millions of dollars in cuts to the State Department?s diplomatic security budget over recent years, even as the US has been called on to expand its diplomatic presence in increasingly volatile and dangerous places, such as Benghazi.

Sarah Palin's email leads to Alaska high court ruling

19 hrs.

ANCHORAGE, Alaska (Reuters) - Alaska state employees can use private email accounts for public business but the messages must be preserved under public-records laws, the Alaska Supreme Court ruled on Friday in a case stemming from ex-Governor Sarah Palin's communications practices.

Palin is out of office but the ruling could affect her successor, Governor Sean Parnell, who is involved in his own controversy over public records. Critics have accused Parnell and his aides of using text messages rather than official emails to keep communications out of public view.

Electronic messages about state business are no different from paper communications under the Alaska Public Records Act, the Alaska Supreme Court said in its unanimous 16-page written decision that largely upheld a lower court ruling.

All paper or electronic messages regarding state business must be preserved and made available for public review, in accordance with state law, "and that duty cannot be extinguished by a public official's unreviewable decision simply not to preserve them," the court said.

A spokeswoman for Parnell said that his administration viewed the court's ruling as "favorable."

"Text messages are, by their nature, transitory, so they wouldn't be appropriate for preservation or constitute public records," Parnell's press secretary, Sharon Leighow, told Reuters in an emailed statement.

Friday's decision resulted from a lawsuit filed in 2008 by Andree McLeod, an Anchorage activist who criticized Palin, the Republican nominee for vice president that year, for using private Yahoo accounts to communicate state business.

She and others contended that Palin used private accounts to evade state public-records rules. McLeod also argued that no state business should be conducted on private email accounts.

Open-records requests filed by McLeod and several journalists resulted in release of thousands of pages of Palin emails during her term as governor, many of them from her private accounts. The emails were released in 2011 and earlier this year, long after Palin resigned her post in 2009.

Friday's ruling, though it partially affirmed the lower-court ruling protecting the use of private emails, is a victory for McLeod, her attorney said.

"The Alaska Supreme Court's decision this morning demonstrates the importance of what citizen activists such as Andree McLeod can accomplish to advance the interests of all Alaskans in ensuring that all state employees, from the governor on down, conduct official state business in a manner that at all times and through all means of communication serves the public interest," attorney Don Mitchell said in a statement.

An August 27 opinion by the state legislature's legal adviser concluded that text messages are subject to state public records laws. Parnell's spokeswoman said at the time that the governor disagrees and considers text messages to be "transitory in nature" and difficult to preserve.

A representative for Palin could not immediately be reached for comment.

Romney and Obama focus on debate preparations

COLUMBUS, Ohio (AP) ? Republican presidential candidate Mitt Romney is preparing for his second debate with President Barack Obama but taking time to tell voters in Ohio that enthusiasm for him is surging both in this critical state and across the country.

Obama is prepping for their matchup by hunkering down Saturday in another battleground state, Virginia.

Romney is concluding a week of campaign rallies that saw him drawing larger, more excited crowds than he has through the fall campaign. More than 10,000 people turned out to several rallies, with the campaign saying that more people were signing up to attend events since Romney's strong debate performance last week in Nevada.

"I've had the fun of going back and forth across Ohio, and this week I was also in Florida and Iowa, I was in North Carolina and Virginia. And you know what? There is a growing crescendo of enthusiasm," Romney told a crowd of thousands at a sunset rally Friday in Lancaster, south of Columbus, where he and running mate Paul Ryan appeared together. "There's more energy and passion. People are getting behind this campaign. We are taking back this country."

Saturday will be the fourth of the last five days Romney will spend campaigning in this industrial, Midwestern state ? with 18 electoral votes, it's critical to his hopes of winning the White House. His campaign swing comes as he and Republicans criticize Obama for the handling of the terrorist attack on the U.S. Consulate in Benghazi, Libya.

Romney accused Vice President Joe Biden of "doubling down on denial" concerning security at the diplomatic post where the U.S. ambassador and three other Americans were killed. During the vice presidential debate Thursday, Biden said "we weren't told" about the Benghazi consulate's requests for additional security. Although a State Department official told Congress on Wednesday about the requests, the White House said Friday that Biden was speaking just for himself and for the president.

"The vice president directly contradicted the sworn testimony of State Department officials," said Romney, who was eager to stoke a controversy that has flared periodically since the attack. "American citizens have a right to know just what's going on. And we're going to find out."

Romney plans to spend Saturday morning at a hotel outside Columbus, where he'll meet with top advisers and get ready for his showdown with Obama in Hempstead, N.Y., on Tuesday. He returns to Massachusetts in the evening but first makes two campaign stops in Ohio.

After his widely panned performance in the first presidential debate, polls show Obama still holds a slim edge in Ohio. The state is crucial for Romney because his path to winning the 270 electoral college votes he needs is far narrower if he can't win Ohio. Losing here would mean he'd have to win almost all of the other up-for-grabs battleground states.

Obama was in Ohio this week, too, but he was spending the weekend in Williamsburg, Va., preparing for the debate. The president has acknowledged he needs to turn in a stronger performance when the two meet again.

Obama and top aides plan hours of practice sessions ahead of the town hall-style event, including some mock exchanges with Sen. John Kerry, D-Mass., who is playing the role of Romney.

Campaign officials sought to keep details of Obama's preparations secret. But they said the president was working on being more aggressive in responding to Romney and calling the Republican out on issues as well as pointing out what they maintain are Romney's true positions.

While Obama has no public events planned in Virginia over the next three days, his mere presence in the state will drive some local news coverage. And he may make unscheduled visits in the Williamsburg area.

The president practiced for the first debate in Nevada, another battleground state.

Single gene variant in donors may affect survival of transplanted kidneys

ScienceDaily (Oct. 11, 2012) ? A single genetic variant in kidney donors' cells may help determine whether their transplanted organs will survive long term, according to a study appearing in an upcoming issue of the Journal of the American Society of Nephrology (JASN). The findings provide new information that might be used to improve transplant longevity by revealing that the genetic make-up of kidney transplant donors affects the survival of transplanted organs.

A transplant recipient must take lifelong immunosuppressive drugs to prevent rejection of the new organ, but these drugs can have serious side effects, including kidney damage. So, ironically, the very drugs needed to prevent kidney rejection can also be toxic to the kidneys. Research suggests that how well certain proteins pump these drugs out of kidney cells may influence the drugs' kidney toxicity.

Richard Borrows, MB (Queen Elizabeth Hospital Birmingham, in the UK) and his colleagues looked to see if variants in the genes that encode such pumps might influence the health of transplanted kidneys. They investigated the links between donor and recipient gene variants with kidney outcome among 811 immunosuppressant-treated kidney transplant recipients.

Among the major findings:

  • One particular variant within the multidrug resistance 1 (MDR-1) gene in donors was linked to a 69% increased risk for long-term failure of transplanted organs.
  • The researchers validated the link in another 3,660 donors, making this the largest study of its kind.
  • This variant affects the expression of the protein that the MDR-1 gene encodes, the drug transporter P-glycoprotein.
  • No other genetic variants in donors or recipients were linked with organ survival or failure.

"The study of donor, as opposed to recipient, gene variation is relatively uncommon in the field of transplantation, and it certainly warrants more attention," said Dr. Borrows. He added that a single genetic variant probably has limited effect on its own, but when combined, multiple genetic variants may play an important role in transplant longevity.

Spanish Carphone Warehouse showing registration page for 32GB Nexus 7

Android Central

Despite no official announcement -- still -- of an incoming 32GB version of the Google Nexus 7, the evidence continues to mount. Following on from the recent, accidental, shipping of a 32GB tablet to one lucky Japanese customer, the Spanish leg of Carphone Warehouse has posted a registration page for the device on their website.

A registration page is all this is, yet is another valuable piece of information about the device. While rumored to be replacing the current 16GB version, at this time this is exactly that. A rumor. What we do get from PhoneHouse.es however is an indicative European price for the 32GB Nexus 7. They've priced it at an all round pretty reasonable €279 (£224/$360.) It's a slight bump on the current Euro pricing, of around £25/€30 which, if true, isn't a bad price uplift for doubling the storage.

But, until we have something official, we have nothing official. We know it's coming, we just don't know where, when, and how much Google might end up charging. Sit tight folks.

Blogging Business 101: Know How To Protect Yourself In The Eyes ...

law fashion business

The fashion, the photos, the writing, the social media ? that?s all the fun stuff about blogging. But if you want your blog to be a?serious business, it?s time to get serious about how to protect yourself in the eyes of the law. To get an expert opinion, IFB asked Brittany Rawlings,?an attorney that deals with fashion professionals and entrepreneurs and helps them with her website?FashionBoss, for some basic legal advice to help get you get started. [Note: This advice is based on laws in the United States.]

Here?s what you need to know to protect yourself legally?

?

See Yourself As An Entrepreneur

If your blog is a business, you should see yourself as an entrepreneur ? and with that, you should take the proper precautions a traditional business would. For example:

  • You should establish a corporate structure for liability and accounting. For instance, are you a LLC, a sole proprietor, or something else? Figure out how you want to establish your business.
  • You should also make sure your business operations and dealings are safeguarded by valid contracts; such as employment agreements, independent contractor agreements, web design agreements,?confidentiality agreements, sponsorship agreements, advertising and affiliate agreements. Everything should be written out and signed. Verbal agreements may seem easy now, but can be difficult to hold up in a court of law.
  • Furthermore, if you?re using a web developer and/or web designer to create your blog, a work for hire agreement may not be enough. Bloggers should seek a copyright assignment of their website in order to properly commercialize their blog, as well as warranty the ownership of the site.

Protect Yourself From The Internet

Since your business exists on the internet, this means you must also be wary of legal issues inherent of the internet. This means that proliferation of proprietary content and images are easily subject to copying, downloading, altering, sharing and misappropriating. It?s YOUR work, you don?t want anyone stealing it and getting away with it, right?

Since the Internet is so accessible, it has increased opportunities for the following:

  • copyright and trademark infringement;
  • violations of rights of privacy, publicity;
  • added exposure to defamation claims through the use of Facebook, Twitter, YouTube, and blogs;
  • cybersquatting, meta-tag infringements, and domain name infringements

How can I fight against these possible situations of unwanted infringement?

How do I know if someone has violated my copyright?

The following may be grounds for copyright and trademark infringement, as well as privacy and publicity violations.?Without the permission of the blogger:

  • A third party ?does not have the right to reproduce,?distribute or publicly display your work (ie. written original articles or photographs)
  • Or utilize your name and likeliness, your work, or any other proprietary information

How do trademarks work?

  • By registering trademarks, you are protecting your domain name, logo, and/or symbols.
  • Also, you should state your registered trademarks on your site. One way to do it is by writing something similar to the following: ?All content and materials available on ________, including but not limited to text, graphics, website name, code, images and logos are the intellectual property of ____________, and are protected by applicable copyright and trademark law. Any inappropriate use, including but not limited to the reproduction, distribution, display or transmission of any content on this site is strictly prohibited, unless specifically authorized by ___________.?

david.alask: Successful dating tips for mature online Baby Boomer ...

A safe baby boomer dating experience can be very challenging, even online! For many mature people who have experienced a significant life event or found themselves in the dating pool when they least expected it. Dating for older people is not the same as for younger people and entering the dating scene requires the person to have a clear idea of what they expect from their dating experience for it to be fun and life fulfilling.

Some people begin dating after they have experienced a loss because there is a void in their lives that they would like to fill. Others are used to having someone go with them to events or activities and want to find a companion that can be their activity partner. Deciding on the type of relationship you want will help in your online dating experience.

For an older person, dating is not so much about getting to the ?next base? as it is finding the level you are comfortable with and enjoying it. For most of us that means spending time with someone with whom you share interests and enjoying companionship for activities.

When people get older a long term relationship becomes less the focus than for the younger generation. Many baby boomers have spent their lives caring for others and when they enter the dating scene, they are not looking for a long term relationship. Many baby boomers are comfortable with the habits they have formed and a really good date ends with a bowl of ice cream and our favourite book with a cat in their laps. Staying ?up? are not on the list of priorities for them.

Thinking that a person you are going to meet on a safe baby boomer dating website is going to be perfect and have no baggage is not realistic. Some people start collecting emotional baggage from the time they are very young. By the time they reach senior dating, they have enough baggage to fill a warehouse. Finding the right person for you does not mean that they will not have baggage or issues that they are working through. If you do meet a mature person?without baggage, this maybe a warning!

Meeting potential dates on online is a lot more fun and less traumatic when we are enjoying activities with a group. Getting involved with groups that enjoy the same interests and activities is a great way to make friends and meet dates. Many people find that they are able to establish some solid dating relationships when they meet people in this way because there is less pretension and everyone is in the area because they genuinely enjoy the activity.

There are several websites that offer services for online dating. When choosing an online dating site it is important that you follow the same rules that you tell your friends and children to follow. Check the site out thoroughly to make sure it is reputable; never give personal information to strangers. Someone you chat with online is a stranger; do not give personal information to them. Maybe use an anonymous phone service to chat via your mobile such as paginglist.com or Skype. We recommend safebabyboomerdating.com. When you decide to meet someone from the service, plan a neutral location for coffee. This will give you the opportunity to get to know them and see if you want to meet at a restaurant for a second date at a later time. Most importantly watch for red flags. If a person is supposed to be wealthy, smart, and fantastic looking, they should be able to pay for their own coffee!

To get yourself register for a senior dating service, search for one like safebabyboomerdating.com on the internet. There is joy for all people meeting new friends and starting new relationships, so what are you waiting for?

Light might prompt graphene devices on demand

ScienceDaily (Oct. 10, 2012) ? Rice University researchers are doping graphene with light in a way that could lead to the more efficient design and manufacture of electronics, as well as novel security and cryptography devices.

Manufacturers chemically dope silicon to adjust its semiconducting properties. But the breakthrough reported in the American Chemical Society journal ACS Nano details a novel concept: plasmon-induced doping of graphene, the ultrastrong, highly conductive, single-atom-thick form of carbon.

That could facilitate the instant creation of circuitry -- optically induced electronics -- on graphene patterned with plasmonic antennas that can manipulate light and inject electrons into the material to affect its conductivity.

The research incorporates both theoretical and experimental work to show the potential for making simple, graphene-based diodes and transistors on demand. The work was done by Rice scientists Naomi Halas, Stanley C. Moore Professor in Electrical and Computer Engineering, a professor of biomedical engineering, chemistry, physics and astronomy and director of the Laboratory for Nanophotonics; and Peter Nordlander, professor of physics and astronomy and of electrical and computer engineering; physicist Frank Koppens of the Institute of Photonic Sciences in Barcelona, Spain; lead author Zheyu Fang, a postdoctoral researcher at Rice; and their colleagues.

"One of the major justifications for graphene research has always been about the electronics," Nordlander said. "People who know silicon understand that electronics are only possible because it can be p- and n-doped (positive and negative), and we're learning how this can be done on graphene.

"The doping of graphene is a key parameter in the development of graphene electronics," he said. "You can't buy graphene-based electronic devices now, but there's no question that manufacturers are putting a lot of effort into it because of its potential high speed."

Researchers have investigated many strategies for doping graphene, including attaching organic or metallic molecules to its hexagonal lattice. Making it selectively -- and reversibly -- amenable to doping would be like having a graphene blackboard upon which circuitry can be written and erased at will, depending on the colors, angles or polarization of the light hitting it.

The ability to attach plasmonic nanoantennas to graphene affords just such a possibility. Halas and Nordlander have considerable expertise in the manipulation of the quasiparticles known as plasmons, which can be prompted to oscillate on the surface of a metal. In earlier work, they succeeded in depositing plasmonic nanoparticles that act as photodetectors on graphene.

These metal particles don't so much reflect light as redirect its energy; the plasmons that flow in waves across the surface when excited emit light or can create "hot electrons" at particular, controllable wavelengths. Adjacent plasmonic particles can interact with each other in ways that are also tunable.

That effect can easily be seen in graphs of the material's Fano resonance, where the plasmonic antennas called nonamers, each a little more than 300 nanometers across, clearly scatter light from a laser source except at the specific wavelength to which the antennas are tuned. For the Rice experiment, those nonamers -- eight nanoscale gold discs arrayed around one larger disc -- were deposited onto a sheet of graphene through electron-beam lithography. The nonamers were tuned to scatter light between 500 and 1,250 nanometers, but with destructive interference at about 825 nanometers.

At the point of destructive interference, most of the incident light energy is converted into hot electrons that transfer directly to the graphene sheet and change portions of the sheet from a conductor to an n-doped semiconductor.

Arrays of antennas can be affected in various ways and allow phantom circuits to materialize under the influence of light. "Quantum dot and plasmonic nanoparticle antennas can be tuned to respond to pretty much any color in the visible spectrum," Nordlander said. "We can even tune them to different polarization states, or the shape of a wavefront.

"That's the magic of plasmonics," he said. "We can tune the plasmon resonance any way we want. In this case, we decided to do it at 825 nanometers because that is in the middle of the spectral range of our available light sources. We wanted to know that we could send light at different colors and see no effect, and at that particular color see a big effect."

Nordlander said he foresees a day when, instead of using a key, people might wave a flashlight in a particular pattern to open a door by inducing the circuitry of a lock on demand. "Opening a lock becomes a direct event because we are sending the right lights toward the substrate and creating the integrated circuits. It will only answer to my call," he said.

Rice co-authors of the paper are graduate students Yumin Wang and Andrea Schlather, research scientist Zheng Liu, and Pulickel Ajayan, the Benjamin M. and Mary Greenwood Anderson Professor in Mechanical Engineering and Materials Science and of chemistry.

The research was supported by the Robert A. Welch Foundation, the Office of Naval Research, the Department of Defense National Security Science and Engineering Faculty Fellows program and Fundacio Cellex Barcelona.

Renewable energy fund launches

First Minister Alex Salmond is set to announce the launch of a ?103m fund for Scottish renewable energy projects.

The Renewable Energy Investment Fund (REIF) aims to attract more private investment to the sector.

Its initial priorities include wave and tidal energy and renewable district heating.

The fund is being set up following a deal between the UK Treasury and the Scottish government over the release of funds from the fossil fuel levy.

The levy was introduced in Scotland in 1996 in order to raise money from traditional energy sources to invest in renewable power.

The new fund aims to complement existing public and private sector finance schemes available in Scotland, providing loan guarantees and equity finance alongside co-investment partners.

'Vital catalyst'

REIF will be delivered by the Scottish Investment Bank on behalf of the Scottish government and its enterprise agencies, with the first deals expected to be completed by the end of the financial year.

Niall Stuart, chief executive of trade body Scottish Renewables, said: "This ?103m fund will inject much-needed investment into the development of the next generation of renewable technologies, such as marine energy and renewable heat.

"This kind of support can be a vital catalyst in attracting even greater levels of private investment."

He added: "Scotland is already at the forefront of developing and testing emerging wave and tidal technologies and, with the correct level of government support, we can become a global centre of excellence in both the deployment of these technologies and their accompanying supply chains."

Email Marketing Goes Viral | TecheHow

There is much in this world that bewilders me, and a substantial proportion of that is on the internet. To explain, how has the cheesy Korean pop video ?Gangnam Style? managed to accumulate over 200 million hits in two months? Instead of shaking your head, why not use it (or something like it) in your email marketing campaigns?

There is a lot to be said for allowing others to do all the work for you. Viral videos are historically difficult to produce. For every success story there are thousands of videos languishing in the tens of views.

For example, if you sell anything to do with animals, such as feed or accessories, then there can be few of your subscribers who would not be enamoured by a talking parrot?! The only problem for you is how to turn such phenomenon to your use in your email marketing campaign.

One way is to provide links to such videos on your marketing emails. Once your customers become familiar with the new initiative it could well increase your open rate. The self-styled biggest online newspaper in the UK ran a featured article on cats asleep.

Given the Daily Mail?s effort in pursuing clicks it is a safe bet that similar articles in the past had received a considerable number of views.

The biggest trick in email marketing is to get your emails opened. The ?Subject? and ?From? lines give a certain encouragement but the anticipation of an entertaining video might well be the clincher.

It does not have to be you who surfs the internet. With suitable incentives, your staff will look for you in their own time. The site has really clever search systems.

Integrated email marketing makes sense so have the videos support the product; however tenuous. If you sell cosmetics, including anti-wrinkle cream, then why not have a prune theme. The potential might seem limited at first but a quick search for prunes produced this gem.

Every bit as weird as the dance video.

And all for free.

Geithner welcomes India's new drive for reform

NEW DELHI (Reuters) - U.S. Treasury Secretary Timothy Geithner welcomed New Delhi's new-found appetite for economic reform on Tuesday, barely three months after Washington had voiced concern about India's deteriorating investment climate.

Hailing the latest reforms as "significant", Geithner told a news conference with Indian Finance Minister P. Chidambaram in New Delhi that the policies offered "a very promising path to improving growth outcomes for the Indian economy".

India's economic growth has slowed to its lowest in nearly three years and earlier on Tuesday the International Monetary Fund (IMF) sharply cut its projection for GDP growth to 4.9 percent in 2012, one of the lowest official forecasts so far.

"The recent reforms advanced by Prime Minister (Manmohan) Singh and Minister Chidambaram will help provide a foundation for stronger economic growth, an increase in investment, and more widespread gains in income," Geithner said.

Regulatory uncertainty and policy gridlock have battered foreign corporate investment towards India over the past year, adding to dramatic slowdown in growth.

Foreign direct investment into India has fallen 67 percent since the start of the 2012/13 fiscal year in April after a record high the previous year, and investors pulled $1.93 billion from India in the second quarter, helping send the rupee to a record low.

In an interview in July, U.S. President Barack Obama said India prohibited foreign investment in too many sectors, adding there appeared to be a growing consensus in India that the time was right for a new wave of reforms.

India has traditionally been sensitive to criticism from the United States, an ally but one that is viewed by some in New Delhi with suspicion.

Chidambaram, whose appointment as finance minister in August helped trigger the reforms, said that because India was "deeply locked into the global economy" he had raised the U.S. Federal Reserve's latest round of quantitative easing with Geithner.

"I raised the concern that it may impact commodity prices and commodity prices may rise," Chidambaram said. "There is also of course a beneficial side. Some of that money may come to India as investments. But we need to balance both the advantages and disadvantages."

Chidambaram added that it was too early to conclude what the impact of this latest round of easing, known as QE3, would be.

Under QE3 the Federal Reserve will buy bonds backed by housing mortgages to lower interest rates and boost the economy.

Geithner said he and Chidambaram discussed how U.S. business could contribute to India's infrastructure and investment needs, and improving coordination on bilateral tax matters.

Foreign investors were rattled this year by proposals to crack down on tax evasion, including levying tax retroactively on foreigners. They were ultimately postponed for a year after they spurred an exodus of funds and battered the rupee.

The reforms announced over the past month have included raising the price of subsidized fuel to rein in the budget deficit, opening the retail sector to foreign supermarkets and raising the bar on foreign investment in airlines.

Although the reforms triggered the exit of an ally from the ruling coalition, reducing Prime Minister Singh's government to a parliamentary minority, they have cheered investors.

India's main stock exchange index <.bsesn> has risen 4.3 percent since September 13 and is up 9 percent since Chidambaram's appointment at the beginning of August.

The greatest challenge facing Singh, however, is curbing a deficit that a government panel warned last month had taken the country to a "fiscal precipice" and could hit 6.1 percent of GDP this fiscal year.

Smallest and fastest-known RNA switches provide new drug targets

ScienceDaily (Oct. 7, 2012) ? A University of Michigan biophysical chemist and his colleagues have discovered the smallest and fastest-known molecular switches made of RNA, the chemical cousin of DNA. The researchers say these rare, fleeting structures are prime targets for the development of new antiviral and antibiotic drugs.

Once believed to merely store and relay genetic information, RNA is now known to be a cellular Swiss Army knife of sorts, performing a wide variety of tasks and morphing into myriad shapes.

Over the past decade, researchers have determined that most of the DNA in our cells is used to make RNA molecules, that RNA plays a central role in regulating gene expression, and that these macromolecules act as switches that detect cellular signals and then change shape to send an appropriate response to other biomolecules in the cell.

While RNA's switching function has been well-documented, Hashim Al-Hashimi and his U-M colleagues report online Oct. 7 in the journal Nature a new class of switches that are significantly smaller and orders of magnitude faster than the other known class of RNA switches.

Al-Hashimi calls these short-lived structures, which were detected using a new imaging technique developed in his laboratory, micro-switches.

"We're finally able to zoom in on these rare, alternative forms of RNA that exist for just a split second and then are gone," said Al-Hashimi, the Robert L. Kuczkowski Professor of Chemistry and Biophysics. "These things are so difficult to see because they exist for roughly 1 percent of the time and for only a microsecond to a millisecond."

In biology, a molecule's three-dimensional shape determines its properties and affects its function. RNA molecules are made of single chains that can remain stretched out as long threads or fold into complex loops with branching, ladder-like arms.

The micro-switches described by the U-M researchers involve temporary, localized changes of RNA structure into alternative forms called excited states. The structural change is the switch: the shape shift transmits biological signals to other parts of the cell.

"These excited states correspond to rare alternative forms that have biological functions," Al-Hashimi said. "These alternative forms have unique architectural and chemical features that could make them great molecules for drugs to latch onto. In some sense, they provide a whole new layer of drug targets."

In their Nature report, the U-M researchers looked at transient structural changes in three types of RNA molecules. Two of the RNAs came from the HIV virus that causes AIDS and are known to play a key role in viral replication. The third is involved in quality control inside the ribosome, the cellular machine that assembles proteins.

The newly found excited states of all three of these RNAs provide potential targets for drug development: antiviral drugs that would disrupt HIV replication and antibiotics that would interfere with protein assembly in bacterial ribosomes.

Evidence for the existence of these tiny RNA switches has been mounting for years. But until now, they're evaded detection because they are simply too small and too short-lived to be captured by conventional imaging techniques, Al-Hashimi said.

To make their discovery, the team used a modified form of nuclear magnetic resonance spectroscopy, along with a strategy for trapping and capturing the transient RNA structures. In a finding reported last year in Nature, the researchers used similar NMR techniques to catch the rare instances when bases in the DNA double helix roll back and forth.

In recent years, Al-Hashimi and his co-workers have also used NMR to create "nanovideos" that revealed in three dimensions how RNA molecules change shape -- twisting, bending and rotating about their structural joints.

In addition to Al-Hashimi, authors of the Nature report are U-M's Elizabeth Dethoff, Katja Petzold, Jeetender Chugh and Anette Casiano-Negroni. Al-Hashimi is an adviser to, and holds an ownership interest in, Nymirum Inc., an RNA-based drug discovery company in Ann Arbor.

The research was supported by the National Institutes of Health and by a Rackham Graduate Student Research Grant awarded by the University of Michigan. The authors of the Nature paper acknowledge the Michigan Economic Development Cooperation and the Michigan Technology Tri-Corridor for the support of the purchase of a 600 MHz spectrometer used in the study.

Saudis fight rising poultry prices on Twitter

JEDDAH, Saudi Arabia: Saudi cyber activists, disgruntled at rising prices of chicken, have taken to social media networks to call for a boycott of the food staple, but retailers say sales are barely affected.

"Let it Rot" and "Poultry Boycott" are two titles of the campaigns that have begun in the past week on the Twitter microblogging website, urging Saudis to abandon chicken after prices hiked.

A similar campaign has kicked off on Facebook.

In a country where protests are banned, Saudis are increasingly resorting to social media networks to voice grievances and call for action.

But a campaign to allow women to drive last year almost fell on deaf ears.

"Lets hope we can as consumers put pressure and curb the greed of merchants," said one tweet.

Some Twitter activists claimed that sales of chicken have dropped by around 30 percent. A picture posted on Twitter from a poultry market in Buraida, north of Riyadh, showed workers sitting idle outside their shops due to a claimed strong boycott.

But industry insiders insist the campaign has not driven consumers away from chicken, with business as brisk as ever.

"It is true that there is a campaign to boycott chicken, but there is no sign of its impact on the ground," said Anwar Saleh, a distributer of poultry in the Red Sea city of Jeddah.

He argued that it was difficult to convince people to boycott chicken because prices of other meat products are even higher.

"What is the alternative?" he said.

Fresh poultry prices have risen between 20 to 30 percent over the past six months, while the price of frozen chicken rose by 15 percent, according to poultry farmers.

The trade ministry attributed the rise in chicken prices to a surge of 30 to 40 percent in fodder cost in global markets.

The ministry recently banned all exports of chicken to secure supplies to the local market.

The oil powerhouse has a population of over 27 million, with foreign expats accounting for around 30 percent.
